Twenty-second Meeting of the Parties to the Montreal Protocol on Substances that Deplete the Ozone Layer

The preparatory segment of the twenty-second Meeting of the Parties to the Montreal Protocol on Substances that Deplete the Ozone Layer (MOP-22) began in Bangkok, Thailand, on Monday 8 November, 2010.

Delegates heard an opening address by Prepat Vanapitaksa, Director General, Department of Industrial Works, Thailand, who opened the meeting. Throughout the morning plenary session, delegates agreed to the organization of work and initiated discussions on issues related to the financial mechanism, status of HCFCs blended in polyols, environmentally sound management (ESM) of banks of ozone depleting substances (ODS) and membership of Montreal Protocol bodies for 2011.

During the afternoon plenary, delegates considered the proposals to amend the Protocol to include HFCs. Contact groups on the financial mechanism and ODS destruction met during the evening.

Plenary Session
Marco González, Executive Secretary, Ozone Secretariat, suggested that the focus of parties shift to proposals for the phase-out of HCFCs.

Prapat Vanapitaksa, Director General, Department of Industrial Works, Thailand, praised parties for making the Montreal Protocol the first multilateral environmental agreement with universal membership. 

Co-chair of the Financial Mechanism contact group, Paul Krajnik (Austria).
Túlio César Mourthé de Alvim Andrade (Brazil) insisted HFCs be discussed informally, instead of formally, at MOP-22.
Ian Porter, Technology and Economic Assessment Panel (TEAP), discussed the TEAP report.
Preparatory Segment Co-chair Fresnel Díaz (Venezuela) asked regional groups to submit their nominations for membership of Montreal Protocol bodies as soon as possible.

Preparatory Segment Co-chair Martin Sirois (Canada) expected there would be a need for multiple contact groups to undertake the necessary substantive discussions at the meeting.
