Highlights for Thursday, 24 November 2011

Montreal Protocol COP 9/MOP 23 convened for its fourth day in Bali, Indonesia, on Thursday, 23 November 2011.

In the morning, delegates attended the high-level segment, and heard presentations by the Scientific Assessment Panel, Environmental Effects Assessment Panel and the Technology and Economic Assessment Panel (TEAP). Participants then heard statements by heads of delegations, which continued into the afternoon session.  
 
In the mid-afternoon the high-level session was suspended and plenary reconvened to consider outstanding issues from the preparatory segment. Delegates agreed to forward decisions on 2014 quadrennial reports of the assessment panels, and endorsement of a new Chemical Technical Options Committee Co-Chair to the high-level segment for its consideration.

Contact groups on replenishment, QPS uses of methyl bromide, process-agents and feedstocks, ODS alternatives and ODS used to service ships met throughout the day.

UNEP OzonAction HCFC Smuggling
This side event provided information and case studies of illegal HCFC trade from both the public and private sector perspective, presented an assessment of the risks of smuggling under different scenarios as the HCFC phase-out progresses and considered the actions needed to combat smuggling of HCFCs.
