The thirty-third session of the Open-ended Working Group of the Parties to the Montreal Protocol on Substances that Deplete the Ozone Layer (OEWG 33) opened in Bangkok, Thailand on Monday, 24 June 2013. Marco González, Executive Secretary, Ozone Secretariat, welcomed delegates to OEWG 33, describing the Montreal Protocol as a model for international cooperation and an efficient instrument for protecting the atmosphere. OEWG 33 paid tribute to the late Joseph Farman, whose research established evidence of the hole in the ozone layer.

In the morning, members of the Technology and Economic Assessment Panel (TEAP) presented its 2013 progress report, addressing issues including: nominations for essential-use exemptions; nominations for critical-use exemptions; revisions of the handbook on critical-use nominations for methyl bromide; quarantine and pre-shipment use of methyl bromide; and uses of controlled substances as process agents.

In the afternoon, delegates considered the TEAP report on additional information on alternatives to ozone-depleting substances (ODS); information on ODS transition policy measures; controlled substances on ships; and the Scientific Assessment Panel (SAP) review of RC-316c.
