The Commission on Population and Development acting as the Preparatory Committee (PrepCom) for the Special Session of the UN General Assembly for the review and appraisal of implementation of the Programme of Action of the International Conference on Population and Development met in afternoon and evening sessions on Thursday 6 May 1999 for further informal consultations at UN headquarters in New York. Negotiations continued on proposals for key actions for further implementation of the Programme of Action (POA), as contained in the Chair’s revised working paper (E/CN.9/1999/CRP.1/Rev.2). Delegates spent much of the afternoon and evening sessions negotiating the section on mobilizing resources, reaching agreement ad referendum on a number of paragraphs. MOBILIZING RESOURCES Chair Anwarul Karim Chowdhury (Bangladesh) invited delegates to resume negotiations on outstanding paragraphs in the section of the Chair’s revised working paper on mobilizing resources. In discussing the need for sufficient funding for HIV/AIDS prevention, GERMANY (on behalf of the EU) agreed to a request from Chair Chowdhury for a spirit of compromise by withdrawing their call for a reference to UNAIDS estimates. The agreed text notes the severe impact of the HIV/AIDS epidemic and calls for action to mobilize the necessary resources both domestically and internationally. On the need to translate commitment to ICPD goals into commensurate levels of donor funding, an agreed text was negotiated based on wording proposed by the EU. The compromise text incorporated suggestions from, inter alia, GUYANA (on behalf of the G-77/CHINA), the US and the HOLY SEE. It noted the urgent requirement for donor countries to renew and intensify efforts to meet the need for complementary external resources to implement the costed elements of the POA, which are (in 1993 dollars): $5.7 billion in 2000; $6.1 billion in 2005; $6.8 billion in 2010; and $7.2 billion in 2015. It urged donor countries to reverse the current decline in overall ODA and strive to fulfill the agreed target of 0.7% of GNP for overall ODA as soon as possible, and called for significant increases in ODA funding for various elements of the POA, including basic emerging and continued health challenges such as malaria and other diseases identified by WHO as having a major impact on health, including those having the highest mortality and morbidity rates. Informal consultations continued late into the night in an effort to secure agreement on outstanding sections of the Chair’s revised working paper.
