REQUEST FOR WSSD INFORMATION
IIED is compiling information generated by civil society
organizations on the World Summit on Sustainable Development. This
information will be placed on a CD-ROM to create a detailed record of
civil society priorities and contributions for the Johannesburg Summit.
IIED seeks information on the range of meetings and initiatives that were
undertaken – not just the intergovernmental process. The CD-ROM will be
circulated globally in mid-2003 as a stand-alone resource to be sent free
of charge to all WSSD-accredited organizations and to be distributed
through selected international civil society networks. IIED requests that
information be sent by the end of February 2003. Contact Tom Bigg, the
project coordinator, or IIED (e-mail:
wssd@iied.org; Internet:
http://www.iied.org) for more information.
POST-JOHANNESBURG: THE FUTURE OF THE UN
COMMISSION ON SUSTAINABLE DEVELOPMENT
(WHAT Governance Programme November 2002)
This paper by Felix Dodds, Rosalie Gardiner, David Hales, Minu Hemmati and
Gary Lawrence provides a useful overview of the CSD's history, successes
and failures and offers several ideas to improve its effectiveness in
promoting Agenda 21 and the WSSD's Plan of Implementation. The report
offers ideas to: build up a strong constituency for the CSD; focus policy
discussions and reviews of implementation; create issue-focused
commissions; structure multi-stakeholder dialogues and roundtables; and
facilitate Type II partnerships. The 15-pg report can be accessed through
http://www.earthsummit2002.org/es/issues/Governance/governance.htm.
See also the meeting report from a November 2002 Stakeholder Forum for Our
Common Future organized meeting on the CSD's future, accessed through the

GLOBAL ENVIRONMENTAL GOVERNANCE: OPTIONS & OPPORTUNITIES
(Edited by Daniel C. Esty and Maria H. Ivanova, Foreword by
Strobe Talbott; Yale School of Forestry & Environmental Studies (2002)
ISBN 0-9707882-2-3 (255 pp.)) This volume draws on a range of experts from
five continents to reflect an interdisciplinary perspective and examine
critical concerns and challenges of environmental protection in an
increasingly interdependent world. The book emphasizes the need to manage
our ecological interdependence and related economic relationships
thoughtfully, explicitly and effectively. It addresses key issues such as
measuring environmental change, bridging the North-South knowledge divide,
financing sustainable development, promoting engagement of civil society
and global networks, and institutional design at regional and global
levels. To download individual chapters free of charge or order a paper

REFORM
(Edited by Duncan Brack and Joy Hyvarinen, The Royal
Institute of International Affairs, London, 2002) This report compiles
four papers by eminent authors regarding their perspectives on the global
environmental governance debate. Daniel Esty, Maria Ivanova, Lee Kimball
and Adil Najam survey existing international environmental institutional
arrangements, with each chapter reaching a different conclusion regarding
desirable future developments. Konrad von Moltke focuses his chapter on
the array of multilateral environmental agreements. The report can be
downloaded from the RIIA website,

INTERNATIONAL SUSTAINABLE DEVELOPMENT GOVERNANCE: THE
QUESTION OF REFORM: KEY ISSUES AND PROPOSALS
(UN University/Institute of Advanced Studies Report, Tokyo,
Japan, August 2002) This report was prepared based on research papers
commissioned for a study of International Environmental Governance Reform
by the UNU in collaboration with the University of Kitakyushu. It examines
how changes in international institutions and better coordination between
them can help improve environmental quality and promote development. The
scholars' research on which this report is based focused on identifying
the gaps and weaknesses within the current system of international
environmental governance and evaluating proposals aimed at strengthening
the existing system. The report can be downloaded from

ROADS TO THE SUMMIT
(Published by Panos London and LEAD International 2002)
This report tracks sustainable development efforts in six countries from
the Rio Earth Summit in 1992 to the World Summit in Johannesburg. These
countries are: India, Japan, South Africa, Tanzania, Uganda and the United
States. It shows that while each country has enacted environmental
legislation, they have generally failed to integrate environmental
protection with development and do not appear convinced by the concept of
sustainable development. Poorer countries lack the infrastructure and
human capacity to integrate sustainability into their development planning
while richer countries perceive sustainability as expensive to implement.
