Tenth session of the UN General Assembly’s (UNGA) Open Working Group (OWG) on Sustainable Development Goals (SDGs)

OWG-10On Tuesday, 1 April 2014, the OWG discussed goal and target options related to Gender equality and women’s empowerment, Education, Employment and decent work for all, and Health and population dynamics during a morning session, and continued the discussion on this topic during an evening session. Options for targets related to gender included: elimination of violence, early and forced marriage, universal access to reproductive health and rights, and reduced burden of unpaid care work; working towards quality, universal health care coverage, including through linkages to infrastructure, education and energy; and ensuring women have equal access to and control of property and productive resources, and equal participation of women in all levels of decision making.

Options for targets on education included: achieving universal access to quality and affordable education at all levels; integrating sustainable development and awareness of climate change in education curriculum; ensuring the transition to tertiary education; and guaranteeing education is high quality and inclusive.

Options for targets related to employment included: increasing the implementation of school to work transition programs; aligning decent income and benefits of employment with productivity; and ensuring access to credit for small and medium-sized enterprises.

Options for targets related to health included: strengthening health systems through recruitment, training of the health workforce, and ensuring access to medicine and vaccines; providing access to treatment for HIV and AIDS; reducing by 25% by 2025 deaths caused by non-communicable diseases; linking health to the environmental burden of disease, such as unsafe drinking water; supporting reproductive health, support for reproductive and sexual health rights, or using MDG language under target 25 for universal access to reproductive health, given the controversy on this issue.

During the afternoon, the OWG considered possible goals and targets related to the clusters of Water and sanitation, and Sustainable agriculture, food security, and nutrition. On water and sanitation, delegates suggested targets on, inter alia: universal access to water; integrated water resource management; urban industrial waste water; and water use efficiency. On sustainable agriculture, food security, and nutrition, delegates suggested targets on, inter alia: family and small-scale agriculture; ensuring year-long access to nutrition; rural development; research; reducing post-harvest loss and food waste; and removing agricultural subsidies.

A small but hearty group of OWG delegates and observers remained in Conference Room 1 from 6:00-8:00 pm to complete the discussion of the morning’s discussion topics: Gender equality and women’s empowerment; Education, Employment and decent work for all; and Health and population dynamics.
