The final day of the seventh session of the Open Working Group (OWG) on Sustainable Development Goals (SDGs) convened on Friday with a panel discussion and statements on climate change and disaster risk reduction, as well as an in-depth discussion on the Group’s way forward after the stocktaking phase ends in February.

During the panel discussion, Debbra A.K. Johnson, DuPont Sustainable Solutions, said that the private sector will respond to ideas that bridge disaster risk reduction with their existing concerns. Peter deMenocal, Earth Institute, Columbia University, spoke of the role of climate science in shaping how we respond to a changing world. Noting that climate change will impact the “fundamentals of human civilization,” including food, water, shelter, and conflict, he said this is where science can deliver meaningful and useful information. Ronald Jackson, Executive Director, Caribbean Disaster Emergency Management Agency, said that by focusing on resilience indicators, risk issues can be reduced. SDGs could focus on reducing: human exposure to hazard and increasing safety; losses; and systemic impacts on society, economies, and livelihoods.

Following the conclusion of national statements on climate change and disaster risk reduction, Co-Chair Kőrösi presented the Co-Chairs’ summary of the session, noting that as the OWG approaches its next phase of work, specific proposals have become sharper and more concrete.

After delegates commented on the text, Co-Chair Kamau presented a series of options for the “way forward” into the next phase of the OWG’s work: devising a set of SDGs and their targets. He said that, after OWG-8 in February, the Co-Chairs would “pool together” an overall summary document of the first eight meetings and the entire, 11-month-long stock-taking process. Then, he offered delegates three options. The Co-Chairs could: (a) draft a provisional list of SDGs and their targets, synthesizing proposals that have been made; (b) compile a “looser” text that covers the main trends of discussion, conceptual ideas, and potential outcomes; or (c) the Co-Chairs would prepare nothing, leaving it up to the membership to collectively design something for the Group to look at. Kamau also proposed that the Co-Chairs could compile criteria, based on the Rio+20 outcome and principles, about how to define goals and how to differentiate goals from targets.

Delegates then commented extensively on these proposals. After nearly 90 minutes, Kamau announced that they would have an informal consultation before the February session at a date and time to be announced. The meeting was adjourned at 6:40 pm.
