Braving -14°C temperatures in New York City, delegates to the seventh session of the Open Working Group (OWG) on Sustainable Development Goals (SDGs) continued their consideration of sustainable cities and human settlements, and sustainable transport on Tuesday.

The morning panel discussion opened with a presentation by Aromar Revi, Director of the Indian Institute for Human Settlements. He said cities are not sustainable unless the regions in which they are embedded are also sustainable, since cities cannot survive without food, water and everything else that rural areas provide. An urban SDG, therefore, should not be considered in isolation from rural issues, nor from equity and justice, education and health care, and ecosystem services and biodiversity.

Lewis Fulton, Institute of Transportation Studies, University of California, Davis, described the work of the Partnership on Sustainable Low Carbon Transport (SLoCaT) and its proposal for five major transport targets: secure universal access to sustainable transport for urban populations by 2030; secure universal access to sustainable transportation for rural populations by 2030; halve the burden of global road traffic crashes by 2030 compared to 2010; halve years lost due to premature death and years lived with a disability from transport-related air pollution by 2030 compared to 2010; and realize a reduction of at least 1.6-2.5 gigatonnes of carbon dioxide.

After a lengthy question and answer session, delegates continued to deliver their own statements on sustainable cities and human settlements, and sustainable transport. Issues raised included: urban income inequality, job creation, resilience, integrated planning and design, meaningful stakeholder engagement, technical and financial assistance for urban development, transport in least developed countries and land-locked developing countries, and addressing the special needs of world heritage cultural cities. While some advocated for stand-alone goals on transport and urbanization, others cautioned about the proliferation of proposals for potential SDGs. One such proposal recommended including urbanization as part of a poverty alleviation goal and sustainable transport as part of a sustainable energy goal.
