On Tuesday morning, 4 March 2014, participants at the ninth session of the Open Working Group (OWG) on Sustainable Development Goals (SDGs) completed their discussion of initial impressions of the 19 “focus areas” that the OWG Co-Chairs had distributed on 21 February. Delegates continued to indicate that the focus areas offered an appropriate summary of the first eight sessions of the OWG, and highlighted particular areas of interest or preferences for additions.

Many speakers highlighted that the eradication of poverty should be a priority goal. Developing countries said the principle of common but differentiated responsibilities (CBDR) should be an underlying principle of the SDGs, while a number of developed countries said it relates to environmental issues and not to the post-2015 development agenda. Among the areas for further elaboration or additional goals were, inter alia: peace and non-violence; sustainable energy; governance; food security; commodities markets; water; employment; sustainable consumption and production; culture; disaster risk reduction; desertification; mountain ecosystems; and justice. Speakers also emphasized that the goals should adopt a rights based approach. Many countries called for including means of implementation (MOI) within each goal, while others said MOI issues should be in a single goal. Speakers also differed on whether issues of sexual orientation and reproductive health should be included in the SDGs. The special needs of groups of countries, including least developed countries, small island developing states, land-locked developing countries and middle-income developing countries were noted.

Major Groups: supported a goal on urbanization; emphasized that the framework should focus on needs, rights and capabilities of children and youth; stressed that reform of economic systems, inclusion of environmental limits, and increased accountability for the private sector are important to move past business as usual; called for “ramping up” social protection; and emphasized that older persons are resources, not burdens.

A number of speakers asked the OWG Co-Chairs for clarification on what the next steps would be for the Group. Several delegates asked the Co-Chairs to develop a “matrix or visual map” of the layers that will define this framework, including goals, targets, enablers and indicators, to enable the Group to move forward at the next session. The Co-Chair recalled that OWG-9 would discuss the way forward on Wednesday, 5 March.
