NIGER:
The representative from Niger commented that UNCED
has allowed the international community to determine the worldwide
nature of desertification and drought and welcomed the decision to
negotiate a convention to address this problem. Since 1992, donor
contributions to UNSO have diminished and Niger hopes this will be
revised and UNSO will be able to strengthen human resources and
fulfill its mandate. However, unless financial mechanisms are set
up for implementation of the desertification Convention, the
activity will be fruitless.
