ESTONIA:
The representative from Estonia said that his
Government is beginning to explore policies to implement Agenda 21
and is ready to ratify the Climate Change and Biodiversity
Conventions. However, even once a State accedes to a Convention, it
is often difficult to implement it without assistance. Estonia
supports the GEF restructuring and thinks that the constituency
proposal is a good one. A positive outcome from the GEF
restructuring would assist the CSD in its work and may also assist
ECOSOC in its mandate. The Conference on Straddling and Highly
Migratory Fish Stocks is important to Estonia and called on all
States to reach a political agreement on the establishment of
appropriate conservation measures.
