Eshagh al-Habib said that while Iran is satisfied with the work of the first session of the CSD, it will not be possible to arrive at successful implementation of Agenda 21 unless practical measures are taken on such critical issues as the provision of financial resources, technology transfer, and changes in patterns of consumption. Without sustained economic growth and development in developing countries, chances for the South to make tangible contributions to the international crusade for protection of the environment are slim. Two courses of action are essential: working on specific, actual costs and financial terms for transfer of environmentally-sound technology; and reform of patent protection and intellectual property rights, with the view to assure access to and transfer of environmentally-sound technology to developing countries. In this connection, the work of the two ad hoc working groups established by the CSD is very important, as is the restructuring of the GEF. Iran also hopes that the international community will contribute to the INCD negotiations and find the financial and technological means to ensure the implementation of the Convention.
