BULGARIA:

The representative from Bulgaria said that sustainable development is not possible without an end to armed conflict and the restructuring of the world economy. The countries in transition to a market economy feel that their specific problems should not be ignored and they are ready to participate in further discussions on this subject. The efforts of the international community need to be adapted to new realities. The responsibilities of UNCED follow-up lie with national governments that should formulate national environmental strategies. Bulgaria is implementing a programme for environmental protection of the Black Sea. Bulgaria supports the GEF restructuring and commends the initial commitments made by some countries. The transfer of environmentally-sound technology, capacity building and investment are closely linked to financial resources and are also of key importance.
