WORKING GROUP I

Working Group I, chaired by Mahmoud ould El Ghaouth (Mauritania), considered four agenda items: designation of the Permanent Secretariat and arrangements for its functioning — administrative arrangements; identification of an organization to house the Global Mechanism; programme and budget; and financial rules of the COP, its subsidiary bodies and the Permanent Secretariat. The Group adopted two of the draft decisions, but forwarded the decisions on the Global Mechanism (GM) and the financial rules to the closing Plenary for consideration and adoption. Most of the Group’s work was carried out through informal meetings and consultations.
