III. National and Sub-Regional Action Programmes:

The idea of national action programmes received support from many delegates. Germany said that procedures for the elaboration of national and regional action programmes should be the centerpiece of the Convention. Japan, Algeria, Benin and Iran mentioned the need to assist parties to submit national action plans at the Conference of Parties. Botswana said that the preparation of National Action Plans should be articulated in the Convention, and Poland advocated a flexible approach to both regional and national action plans.
