3. Capacity building, education and awareness: There was strong support for the need for action and commitments at the local level, including capacity building, education, training and public awareness. The WMO called for mobilization of public opinion among women and youth, including training and education at all levels on the use of natural resources in these marginal areas. UNSO and Japan supported mobilizing the initiatives and participation of local communities. Peru, Chile and Morocco stressed the importance of awareness and popular participation. Australia and the US mentioned the need for improved capacity building at the local level and Burkina Faso and Iran stated that training was essential. Algeria proposed education programmes and a center for training to be headquartered in Africa.
