DONORS MEETING

IDRC sponsored a donor's meeting hosted by UNDP and UNSO in New York on 14 January 1994. The meeting was attended by approximately 20 organization and donor representatives and focused on funding for research and capacity building. The meeting's conclusions included that: technology is not the answer; more attention should be paid to local level action and enabling environments; focus should be not on what to do but how to do it, with a shift toward understanding the socio-economic and anthropological dimensions; a more integrated approach should be taken; steps must be taken to move beyond the "report" stage to putting knowledge into practice; development approaches need to be less "front-ended"; focus should be placed more on actors; and existing leadership should be identified and used. The implications for donors on funding for research and capacity building were: more long-term funding is needed; the importance of "seed" money; more funding for "down-stream" activities; more funding for capacity building; more coordination between donors; and the expansion of the donor's testing of electronic communication.
