ARTICLE 1 BIS -- SCOPE OF CONVENTION:

This article was proposed by the Africans, although Sweden, Norway and Finland called for its deletion. The proposed text read that the provisions of this Convention apply in arid, semi-arid and dry sub-humid regions affected by drought and/or desertification, subject to the rights of other States as well as national jurisdiction. No agreement was reached and the Chair requested that interested countries submit drafting proposals to the Secretariat if they wanted to include this article in the text. No text appears in the revised document.
