ARTICLE 10 -- NATIONAL ACTION PROGRAMMES:

The article outlines the functions of the national action programmes. Paragraph 1 says that the purpose of national action programmes is to identify the factors contributing to desertification and practical measures necessary to combat desertification and mitigate the effects of drought. These programmes should: incorporate a long-term strategy; allow for modification in response to changing circumstances; give priority to preventive measures; encourage cooperation; provide for effective local and national participation; and require regular review on implementation. This text was largely acceptable after consultations led by Australia.
