ARTICLE 16 -- COORDINATION IN THE ELABORATION AND IMPLEMENTATION OF ACTION PROGRAMMES:

This article addresses the need for better coordination in the elaboration and implementation of action programmes. Two alternatives for the second paragraph remain bracketed. The first says that the Parties shall develop operational mechanisms to ensure the fullest possible coordination among Parties providing assistance, Parties needing assistance and relevant international and non-governmental organizations. The second version stresses the use of consultative group processes as a mechanism to coordinate development assistance between donors and affected countries requiring assistance.
