ARTICLE 29 -- MEASURES TO PREVENT DISPUTES:

This article was renamed, "Measures to resolve questions on [compliance] [implementation]," and provides for how the COP resolves problems related to implementation. There were no disagreements except for the debate on which of the two terms, "compliance" or "implementation," is broader and, hence, more appropriate.
