PLENARY

The Plenary met briefly at 12:30 pm so that the Spanish Minister of Public Works, Transport and Environment, Jos‚ Borrel Fontelles, could formally introduce the Declaration of Almer¡a, the product of the International Symposium on Desertification and Migration. The meeting, which was held from 9-11 February in Almer¡a, Spain, addressed the correlation between poverty, desertification and conflict. He urged the Committee to give greater attention to desertification-induced migration at various levels. He also mentioned that representatives from Portugal, Spain, Italy and Greece recently met to discuss an annex to the Convention for the northern Mediterranean region. A representative of ENDA-TM, on behalf of the NGOs, supported the Almer¡a recommendations.
