PLENARY

The Plenary met briefly so that the Minister for Fisheries, Agriculture and Rural Mobilization of Cape Verde, Maria Morales Helena Semedo, who is also the representative of the CILSS, could address the Committee. The Minister stressed the need to address poverty eradication. On financial resources, she emphasized the need to use available resources more efficiently, mobilize domestic resources and promote institutional reforms. Jean Camara, speaking on behalf of FAO Director-General Jacques Diouf, said that the Convention had arisen from a need to ensure food security and the availability of domestic energy among the affected communities, but also because the potential contribution of the affected regions to development cannot be ignored. He pointed out FAO's role in combatting desertification.
