INFORMAL SESSION OF WORKING GROUP II

By the conclusion of the afternoon session, the Group agreed on the articles on Scope, Purpose, and Particular Conditions of the African Region [and Basic Approach]. The key outstanding issues are: African country Party commitments, finance provisions and the contents of the action programmes. The article on commitments has polarized developed and African countries, with the former arguing that the presence of such an article makes the annex resemble a protocol and may set a dangerous precedent for the other regional annexes that will be concluded. Negotiations continued into the evening.
