ARTICLE 5 -- OBLIGATIONS OF AFFECTED COUNTRY PARTIES:

The brackets around sub-paragraph (e) were removed and agreement has been reached on the entire article. Sub-paragraph (e) addresses the need to strengthen, as appropriate, relevant existing legislation and, where they do not exist, establishing new laws, long-term policies and action programmes. A new paragraph was proposed by the European Union and accepted with amendments by Working Group I. It states that affected developed country Parties are not entitled to receive financial assistance under the terms of this Convention.
