This article contained numerous brackets, since many of the developing countries would not accept the phrase "other Parties in a position to provide assistance" in the Convention. The G-77 and China announced that they would redraft the text of this article. However, by the end of the session they were unable to submit new text for consideration by Working Group I. Therefore, the brackets remain in the title with revised text expected to be tabled in Paris.
