IN THE CORRIDORS

One of the outstanding issues is the nature of involvement of the secretariat in the national and sub-regional activities. Some OECD countries prefer that it is spelled out as "administrative" to avoid creation of a large secretariat. They are also concerned that this responsibility is not within the secretariat's mandate. However, developed countries would like to have a provision to call upon the secretariat for other services where necessary. It is likely that this debate will be only settled once the financial obligations are clear.
