ARTICLE 13 -- SUPPORT FOR THE ELABORATION AND IMPLEMENTATION OF ACTION PROGRAMMES:
Once the categories of countries and
financial provisions were resolved, agreement was reached on this
Article. It states that measures to support action programmes
include: financial cooperation; cooperation mechanisms at the local
level; flexibility in project design, funding and implementation;
and more efficient administrative and budgetary procedures.
