ARTICLE 18 -- TRANSFER, ACQUISITION, ADAPTATION AND DEVELOPMENT OF TECHNOLOGY:
This Article, which was the result of intensive
consultations at INCD-4, did not cause any problems in Paris. It
states that Parties shall: fully utilize relevant existing
information systems and clearing-houses for the dissemination of
information on available technologies; facilitate access to
technologies most suitable to practical application for specific
needs of local populations; facilitate technology cooperation among
affected country Parties; and take appropriate measures to create
domestic market conditions and incentives conducive to the
development, transfer, acquisition and adaptation of suitable
technology, knowledge, know-how and practices. The Parties shall
also: make inventories of technology, knowledge, know-how and
practices and their potential uses; ensure that such technology,
knowledge, know-how and practices are adequately protected;
encourage and support the improvement and dissemination of such
technology; and facilitate the adaptation of such technology.
