THE NETHERLANDS:

Jan Pronk, Minister for Development Cooperation, agreed with Colombia that we cannot be too optimistic. The world has changed a lot since 1992 -- there are more civil wars, unemployment and budgetary restraints -- and, thus, it is more difficult to focus on the environment. He hoped the High-Level Segment would give a boost to additional financial resources.
