THINGS TO LOOK FOR TODAY

THE BUREAU: Dr. Sai will hold a meeting of his now completed Bureau this morning at 9:00 am. The possible items of discussion will be the lack of interpretation and the organization of work for the ICW. Dr. Sai may also discuss the possibility of holding informal-informals on the contentious areas of the ICW agenda, particularly the concept of guiding principles as elaborated in the conceptual framework document.

PLENARY: The Plenary will meet in Conference Room 2 soon after 10:00 am to begin discussion on Agenda Item 5, "Proposed conceptual framework of the draft recommendations of the Conference." The session will begin with remarks by Dr. Sadik, the Secretary-General of the Conference, followed by Colombia, on behalf of the G-77, and Denmark for the European Community. Other countries, as well as NGOs, will have the opportunity to present their views on the conceptual framework today and into next week. The Secretariat will have been advised by the Bureau, following its meeting this morning, as to how it should consolidate the input from the Plenary debate. The Chair has requested that governments scheduled to speak on this item next week should transmit their written recommendations to the Secretariat today. The objective will be to prepare a revised conceptual framework to be circulated on Monday.

Look for government positions regarding the overall balance of the conceptual framework document. While some countries view this Conference as an opportunity to set goals for population management and the mobilization of resources for that purpose, others want to see the problem of population addressed within the larger development context.

INFORMAL CONSULTATIONS OF THE WHOLE (ICW): The ICW will probably hold it second session at 3:00 pm in Conference Room 6, following its aborted meeting yesterday afternoon. Discussion will most likely focus on the G-77 resolution regarding preparations for the ICPD. As the resolution has implicit financial implications, watch for the response of the donor countries, especially those that provide a large percentage of the UN budget.

NGO ACTIVITIES: The Women's Caucus will meet in Conference Room 6 at 9:00 am. The Asia and Pacific Island NGOs, as well as the Latin American/Caribbean NGOs will meet in Conference Room D at 12:30 pm. The NGO Planning Committee will convene from 1:00 pm until 3:00 pm on the second floor of the Church Center and the African NGOs will meet at 5:00 pm in Conference Room D.
