I. PREAMBLE:
The preamble will convey the vision and purpose
of the ICPD and define the context of the proposed action
programme. It will cover the following elements: brief survey of
present population dynamics, bringing out the interaction between
population, sustained economic growth and sustainable development;
overview of experience gained in the field of population policies
and programmes during the past 20 years; presentation of the
objectives and general goals; introduction to the set of actions
necessary to achieve these objectives; indication of the resources
and efforts required for implementation of the action programme;
and reference to relevant intergovernmental instruments relating to
population, economic and social development and sustainability.
