D. Refugees:
Topics for recommendations include: combatting
the root causes of refugee movements by fostering conflict
resolution, the promotion of peace, the respect of human rights,
the alleviation of poverty, democratization, good governance and
the prevention of environmental degradation; ensuring the adequate
protection and assistance of refugees in first countries of asylum;
and supporting the voluntary repatriation of refugees and provision
of reintegration assistance.
