Cui Tiankai said that the preamble and principles section should set forth the relationship between alleviating population pressure, eliminating poverty, developing the economy and protecting the environment. The right to development should also be included. In order to make the document more comprehensive and responsive to the needs of developing countries, the following areas should be included: elimination of hunger and malnutrition, food security, alleviation of natural disasters, improvement of human settlements, and human resources development. The sections on means of implementation and follow-up should be improved. Finally, international organizations in the field of population and development should strengthen their coordination, improve efficiency, fully utilize their respective expertise, and adopt practical and effective measures.
