Amb. Victor Marrero stressed that the recommendations that come out of the Cairo Conference should constitute a clear agenda for future action. The US hopes that the document will state clearly that stabilizing the world's population is a goal that underlies and mutually reinforces all other goals. Women's control over childbearing is fundamental to achieving full gender equality. The section on family planning needs to be broadened to encompass not only access to currently available methods of contraception, but AIDS prevention, contraceptive needs of adolescents, safe abortion and other pregnancy-related services. With regard to the means of implementation, the US suggested the following: governments should strengthen information, education and communication programmes related to family planning and reproductive health; donors and recipients should be held accountable for how financial and technical support is used; the section on research should be broadened; and estimates of resource requirements should be included.
