INDIA:

The representative of India noted the document's emphasis on issues other than population, recalling his delegation's contention that the ICPD should avoid issues like the environment. Population issues have to be considered as essential elements of a development strategy and the Conference should focus on poverty alleviation. While welcoming the role of NGOs in promoting community participation, education and communication, he said that NGOs cannot be considered on a par with governments. Some of the principles being discussed may be inappropriate and India supports a preamble that would incorporate existing international agreements.
