INTERESTS OF COASTAL STATES:

A debate that pervaded most of the Conference was on the rights and interests of coastal States. On one side, a number of countries, including Norway, India, Sierra Leone, Uruguay and Peru, insisted that the special interests of coastal States are clearly recognized in the provisions of UNCLOS. Others, including Korea and China, argued that it is impossible to infer special rights for coastal States from the Convention and, thus, coastal States should not be granted special rights.
