II. NATURAL AND ENVIRONMENTAL DISASTERS:

This chapter emphasized the need for SIDS to increase their preparedness and response capacities to natural and environmental disasters. This can best be achieved through the promotion of early warning systems, strengthening broadcast capacity and telecommunication links, sharing of experience and integrating natural disaster considerations in development planning. A particular point of disagreement was how much importance should be attached to insurance-related difficulties for SIDS caused by their vulnerability to natural disasters.
