XII. TRANSPORT AND COMMUNICATION:

The focus of this chapter is the lifeline provided SIDS by transport and communication. The prohibitive costs of both of these services -- due to SIDS distance and isolation -- and the need to find innovative solutions to this problem is the focus of the action points. Still to be resolved are whether or not to include references to quarantine, which may have impact on GATT agreements, and to what extent land transport modernization has lagged behind major changes and continues to degrade the environment.
