A. National implementation:

The implementation of the Programme of Action will require adequate resources from both the public and private sectors. Resources should be further increased to meet the sustainable goals and priorities articulated by optimizing the impact of available resources and by exploring increased use of economic instruments, promotion of private sector investment and the use of innovative financial mechanisms. With regard to trade, SIDS should seek to develop a more diversified production structure for goods and services. SIDS should also encourage measures enhancing the capacity for the development of indigenous technology and utilizing appropriate and environmentally-sound technology, while adequately and effectively protecting intellectual property rights. There are also recommendations on the adoption of legislation to support sustainable development; national institutional development; information dissemination; participation of NGOs and major groups; and human resource development.
