ELIGIBILITY CRITERIA:

The Chair requested that the delegates contribute to an indicative list of eligibility criteria. It was agreed that all developing countries should be eligible for funding until the first COP. Bahamas noted the special conditions dealing with least developed countries and small island developing States. A definitive list of eligibility criteria was prepared by a small drafting group and is contained in the non-consensus draft decision (see below).
