OTHER MECHANISMS AND PLACEMENT:

WWF called for the GEF to be but one element of the Convention's financing mechanism. The Environmental Defense Fund, on behalf of several NGOs, noted the Expert Panel's recommendation to consider a centralized mechanism within the COP, like the Montreal Protocol Fund. Canada spoke on developing countries' access to information and funds from other sources, such as development agencies and regional banks. After asking about the relationship of these sources to the COP and their responsibility to the Convention, Canada proposed that a meeting between multilateral and key bilateral financial institutions and the ICCBD should occur in context of the next meeting of the ICCBD and that the Secretariat should plan the meeting.
