GEF:

There are two more meetings scheduled in 1993 to focus on GEF replenishment and restructuring. The next meeting will take place from 2-5 November 1993 in Paris and the final meeting is scheduled for 7-10 December 1993 in Cartagena, Colombia. Some of the issues that continue be the focus of the restructuring negotiations include: the legal structure of the GEF (an international agreement versus an intergovernmental agreement) and the constitutive mechanism (a global resolution versus other types of resolutions/decisions and in what organs); the division of roles between the Participants Assembly and the Executive Council; and voting procedures. As far as replenishment is concerned, the focus is expected to be on burden sharing, having agreed to a nominal sum at the Beijing meeting last summer (a 3-year replenishment of approximately 2-3 billion SDR). This discussion, however, may continue to be postponed as many countries have decided that they are going to concentrate on restructuring now and replenishment can wait.
