REPORT TO THE COMMISSION ON SUSTAINABLE DEVELOPMENT
The discussion on the possible input of the COP to the 1995 CSD meeting was prompted by an invitation from the Department for Policy Coordination and Sustainable Development (DPCSD) to the ICCBD to participate in the 1995 CSD meeting, which will address biodiversity and biotechnology issues. However, as the ICCBD is not mandated to carry out such a function, the Committee agreed to hold a brainstorming session on whether or not to contribute to the CSD meeting. The general discussions addressed the rationale for making an input, the relationship between the COP and the CSD, and the process.
The Committee recognized the importance of contributing to the 1995 session of the CSD, but noted that this relationship is not hierarchical, since the COP is a supreme organ. The Committee mandated the Interim Secretariat to prepare the CSD input, which will first be considered by the COP, who will then decide whether the input should be forwarded to the CSD. In order to prepare the paper, the Interim Secretariat, in its information paper UNEP/CBD/IC/2/Inf.5, requested governments to submit a two-page document by 15 August 1994 outlining: the issues that could arise in the discussion; the cluster of items on the CSD's agenda; and perspectives and suggestions for the coherent development of biodiversity issues. The Interim Secretariat also accepted Spain's offer to host an experts meeting (comprising not more than 20 participants with regional representation drawn from the government and NGO sectors, among others, but invited in their individual capacities) to provide input into the process. The Interim Secretariat will prepare a paper to be discussed by the first COP based on these government papers, the meeting of experts and the Mexico City meeting.
