STRUCTURE:

India, Norway, Brazil and others wanted the subsidiary body to be open to all contracting Parties of the Convention, as cited in Article 25 (1). Malawi proposed a two-tier system with the first tier being an open-ended subsidiary body and the second tier being regional level groups. Canada and Australia called for a small, regionally-balanced steering body that would meet more frequently than the larger open-ended SBSTTA. The Working Group recommended a committee with equitable regional representation and a two-tier body. A small steering committee with equitable geographical representation may be created, if the COP so decides.
