FINANCIAL RULES GOVERNING THE FUNDING OF THE SECRETARIAT OF THE CONVENTION:

The Contact Group developed an un-bracketed draft text on the funding of the secretariat, which was adopted without amendment. The Group was unable to produce a budget given that several issues regarding the secretariat were still under discussion. Such issues include the location of the secretariat, institutional arrangements and the functions and tasks to be provided. Instead, the document identifies indicative budget components that should be used to guide the secretariat in developing a draft budget. These components include personnel, meetings, travel, premises, equipment, etc. The draft also recommends that the Interim Secretariat prepare: a detailed draft budget, based on the functions and tasks likely to be assigned to it by the COP, and a list of expected income sources. In order to give Parties to the Convention an indication of the relative size of their expected contributions, the Interim Secretariat was asked to draw up alternative scales of assessments for those Parties based on the still bracketed alternative scales in paragraph 4 of the draft financial rules. The budget and potential contributions should then be distributed to the Parties before the next COP.
