As delegates began to address the substantive issues on the COP-2 agenda, many noted the need for smaller "drafting" groups. Several delegates indicated that a logical organization of work might involve four working groups: biosafety; clearing-house mechanism; forests and marine biodiversity; and financial mechanism and resources.
