E. RESPONSES TO SPECIFIC SOCIAL NEEDS OF REFUGEES, DISPLACED PERSONS AND ASYLUM SEEKERS, DOCUMENTED MIGRANTS AND UNDOCUMENTED MIGRANTS:

This section states that, in order to address the special needs of refugees, displaced persons and asylum seekers, governments should address the root causes, which lead to the movements of refugees and displaced persons. The only unresolved item is whether or not "other relevant actors" should, in cooperation with governments, create conditions that allow for the voluntary repatriation of refugees and the voluntary and safe return of internally displaced persons.
