F. VIOLENCE, CRIME, THE PROBLEM OF ILLICIT DRUGS AND SUBSTANCE ABUSE:

This section notes that solutions to the problems created by violence, crime, substance abuse and production, use and trafficking of illicit drugs, and the rehabilitation of addicts can be achieved by introducing and implementing specific policies and public health and social service programmes to prevent and eliminate all forms of violence in society.
