Some observers have characterized the debate regarding the possible establishment of a convention on forests as somewhat telling. While the majority of delegations and NGOs expressed reservations about initiating work toward a legally-binding instrument at this time, a limited number of delegations and an industry NGO called for the adoption of a convention. Observers questioned whether a legally-binding instrument on forestry, as opposed to forests, was being contemplated.
